Okay. Firstly, the vast majority of players disable effects, so it's mostly a waste of dev time.
"If something is standing behind. let it be a small explosion.."
Line of sight tests are expensive. One per weapon shot is not going to happen.
"Make Turrets Bigger and more detailed"
And would require reworking every ship design to accomodate it.
They add considerably to the complexity. Trying to brush off complex dynamic effects as trivial..er...
And yes, effects in Eve lag. Period. That's again why most people disable them.

...virtually everyone I know who PvE's and everyone who PvP's turns effects off. They kill my Eve frame rate from 160 to 20, litterally.
"If something is standing behind"... is indicating you did a LoS check to see if something was behind the target. If that was just bad wording, then sorry. Making shots actually miss, anyway, involves marker points off-model, which has all sorts of potential for problems. Just because it's a client-side effect dosn't mean there are not code assumptions about keeping markerpoints on-model.
And I don't see anything about bigger turrets. Some more detail for the Vista users overall, sure. DX10 is no magic bullet, and current high end DX9c systems are perfectly capeable of handling that sort of effect. I'll refer you to this:

Fighting a single NPC rat, even. (And no, it's not my system - I can run arround in Oblivion on high detail)
And I do not think it's a good use of dev time to make effects for Vista, when it's effetively creating two tiers for the community. Your effects are NOT easy graphically when you actually look at the details of implimentation. They add notjing for the vast majority of players and would help create two tiers of client.
I'd rather have the devs work on thigs which benefit ALL players.

The efects engine in Eve is an old DX7-codepath and there are KNOWN problems with it - this is why it can be disabled in the first place! I can even review the error log of slow D3D calls written out by the card (it's a feature of the drivers I use...) if I enable effects and relog into Eve.
FPS is at the core of effects. Can I suggest you do some research on the topic, as specifically regards games. You're not pushing for effects, even, you're pushing for a two-tier client and the benefit of a small number of users over the rest. Again, I'd rather have the devs do something to benefit all users - UI improvements to start with.
You shouldn't NEED to see a webber PFX to know you're webbed. THAT is important, and should show clearly on the UI. Making the webber PFX prettier should be of a distinctly secondary priority.
